1) التعريفات 1) Definitions

البوابة: واجهة الإصدار الإلكترونية لرقم UICS/ICN للتسجيل وإصدار الرقم وسداد الاشتراك وإصدار الشهادة.

Portal: The electronic issuance interface for the UICS/ICN used to register, issue the number, pay the subscription, and issue the certificate.

الرقم (UICS/ICN): معرّف تجاري دولي موحّد يمكّن من التحقق عبر الحدود.

ICN (UICS/ICN): A standardized international commercial identifier enabling cross-border verification.

الحساب: هوية المستخدم داخل البوابة لإدارة طلب الإصدار والاشتراك والشهادة.

Account: Your identity within the portal for managing issuance requests, subscription, and certificate.

الشهادة: وثيقة إلكترونية تُظهر حالة الرقم وارتباطه بالمستخدم في تاريخ معيّن.

Certificate: An electronic document showing the ICN status and its linkage to the user at a given date.

مركز المعلومات الموحد: نظام مستقل لإدارة بيانات الهوية/الكيان ومرفقات التحقق والمزامنة.

Unified Information Center: An independent system for managing identity/entity data, verification artifacts, and synchronization.

2) نطاق الخدمة2) Scope of Service

تُقدّم البوابة: (أ) إنشاء حساب الإصدار، (ب) إصدار رقم UICS/ICN، (ج) إدارة الاشتراك السنوي وسداده، (د) إصدار الشهادة. لا تُدير البوابة الملفات التعريفية التفصيلية أو النزاعات؛ تُدار هذه عبر أنظمة مكمّلة مذكورة هنا.

The portal provides: (a) issuance account creation, (b) issuance of a unique UICS/ICN, (c) management and payment of the annual subscription, and (d) certificate issuance. It does not handle full profile management or disputes; these are covered by complementary systems referenced herein.

3) إنشاء الحساب وقبول البنود3) Account Creation & Acceptance

• يُعدّ إنشاء الحساب أو استخدام البوابة موافقة صريحة على هذه الشروط وكافة السياسات المرتبطة.
• إذا أنشأت الحساب باسم كيان، فأنت تقرّ بالتفويض القانوني الكافي.
• عند التعارض في التفسير، تُعتمد النسخة الأحدث المنشورة.

• Creating an account or using the portal constitutes express acceptance of these Terms and all referenced policies.
• If you create an account on behalf of an entity, you represent you have sufficient legal authority.
• In case of interpretive conflict, the latest published version prevails.

4) الأهلية والتفويض4) Eligibility & Authority

• الحد الأدنى للأفراد: 18 سنة أو سنّ الرشد الأعلى المطبق في بلد الإقامة.
• المُمثلون عن الشركات يحتفظون بما يثبت التفويض، ويُمكّنوننا من التحقق عند الطلب.
• يجوز رفض/إلغاء أي طلب لا يستوفي الأهلية أو التحقق.

• Minimum age for individuals: 18 years or the higher age of majority applicable in the country of residence.
• Entity representatives must retain proof of authority and enable verification upon request.
• Applications that fail eligibility or verification may be rejected or cancelled.

5) الرسوم والاشتراك والتجديد5) Fees, Subscription & Renewal

تخضع الرسوم والسداد والتجديد لـ سياسة الرسوم والاشتراكات و سياسة الاسترداد والإلغاء. استمرار صلاحية الرقم مشروط بتسوية الاشتراك السنوي في موعده.

Fees, payment and renewal are governed by the Fees & Subscriptions Policy and the Refunds & Cancellations Policy. ICN validity is contingent on timely settlement of the annual subscription.

6) إصدار الرقم واستخدامه6) Issuance & Use of the ICN

• بعد قبول الطلب وسداد الرسوم، يُنشأ رقم UICS/ICN فريد ويُربط بحسابك.
• الرقم معرّف للتحقق وليس وسيلة دفع أو ضمان.
• يُحظر أي استخدام يخالف سياسة الاستخدام المقبول ومكافحة الإساءة.

• Upon approval and payment, a unique UICS/ICN is generated and linked to your account.
• The ICN is an identity/verification identifier; it is not a means of payment or a guarantee.
• Use must comply with the Acceptable Use & Anti-Abuse Policy.

7) الشهادة المرتبطة7) Associated Certificate

يمكن إصدار شهادة إلكترونية وفق سياسة الشهادات. تُبطل آليًا إذا تغيّرت حالة الرقم (تعليق/إلغاء/انتهاء اشتراك) وفق السياسة.

You may issue an electronic certificate per the Certificate Policy. It may be invalidated if the ICN status changes (suspension/cancellation/expiry) per policy.

8) التزامات المستخدم8) User Obligations

• تقديم بيانات صحيحة ومحدثة، وتحديثها عند أي تغيّر جوهري.
• حماية وسائل الدخول والإبلاغ الفوري عن أي اشتباه باختراق.
• عدم إساءة استخدام الرقم أو الشهادة أو واجهات التحقق.

• Provide accurate, up-to-date information and promptly update material changes.
• Protect access credentials and promptly report suspected compromise.
• Do not misuse the ICN, the certificate, or public verification interfaces.

9) التحقق KYC/KYB9) Identity/Entity Verification (KYC/KYB)

قد يُشترط للتحصيل/الاستمرار التحقق المحايد دوليًا وفق سياسة KYC/KYB، بما في ذلك مراجعة مستندات ودعم تحقق إلكتروني عبر مزوّدين معتمدين.

Issuance/continuity may be subject to jurisdiction-neutral verification under the KYC/KYB Policy, including document review and electronic checks via approved providers.

10) الخصوصية وملفات الارتباط10) Privacy & Cookies

تخضع المعالجة لـ سياسة الخصوصية و سياسة الكوكيز. نلتزم بمبادئ الشفافية، تقليل البيانات، الغرض المحدّد، والاحتفاظ المحدود وفق أفضل الممارسات الدولية.

Processing is governed by the Privacy Policy and the Cookies & Tracking Policy. We adhere to global transparency, data minimization, purpose limitation and limited retention.

11) أمن المعلومات والإبلاغ عن الثغرات11) Information Security & Vulnerability Disclosure

نطبّق ضوابط أمنية معقولة تجاريًا لحماية السرية والسلامة والتوفّر، وندير الحوادث وفق السياسة. للإفصاح المسؤول عن الثغرات، راجع البرنامج.

We apply commercially reasonable controls to protect confidentiality, integrity and availability, and manage incidents under the Information Security & Incident Policy. For responsible disclosure, see the Vulnerability Disclosure Program.

12) التعليق/الإلغاء/إعادة التفعيل12) Suspension, Cancellation & Reactivation

يجوز تعليق/إلغاء الرقم أو تقييد استخدامه عند عدم السداد أو المخالفات الجوهرية، وفق السياسة. يمكن إعادة التفعيل بعد إزالة الأسباب واستيفاء المتطلبات.

The ICN may be suspended/cancelled or restricted for non-payment or material violations per the Suspension/Cancellation/Reactivation Policy. Reactivation is possible once causes are resolved and requirements met.

13) الملكية الفكرية13) Intellectual Property

جميع الحقوق في العلامات والأسماء والشعارات والواجهات والمواد ضمن البوابة محفوظة. يُحظر الاستخدام خارج الترخيص المحدود للاستفادة من الخدمة. راجع السياسة.

All rights in marks, names, logos, interfaces and materials within the portal are reserved. Use outside the limited license to consume the service is prohibited. See Intellectual Property Policy.

14) مستوى الخدمة14) Service Level

نهدف لتوفّر مستمر معقول تجاريًا. قد تقع انقطاعات مخططة للصيانة أو لأسباب قاهرة. التفاصيل في السياسة.

We target commercially reasonable availability. Planned maintenance or force-majeure events may cause interruptions. Details in the Service Level & Availability Policy.

15) تحديث البنود15) Changes to the Terms

قد تُحدّث هذه البنود للتوضيح أو التكيّف. عند التغييرات الجوهرية، نُصدر إشعارًا مناسبًا عندما يكون ذلك عمليًا. الاستمرار بعد تاريخ النفاذ يُعد قبولًا.

We may update these Terms for clarification or adaptation. For material changes, we will provide appropriate notice where practical. Continued use after the effective date constitutes acceptance.

16) الإشعارات الإلكترونية16) Electronic Notices

تُعد القنوات الإلكترونية (البريد الموثّق في الحساب/لوحة التنبيهات) وسيلة قانونية للإشعارات. راجع السياسة.

Electronic channels (the account-verified email/in-product notices) are valid means of service. See the Electronic Communications Policy.

17) حدود المسؤولية والتعويض17) Liability & Indemnity

• الخدمة «كما هي» ضمن المعايير المعقولة تجاريًا.
• لا مسؤولية عن الأضرار غير المباشرة/التبعية خارج ما يجيزه القانون الواجب التطبيق.
• تلتزم بتعويضنا عن مطالبات تنشأ عن إساءة الاستخدام أو مخالفة هذه البنود أو السياسات.

• The service is provided “as is” within commercially reasonable standards.
• No liability for indirect/consequential damages beyond what applicable law permits.
• You agree to indemnify us for claims arising from misuse or breach of these Terms or referenced policies.

18) أحكام متفرّقة18) Miscellaneous

• اللغة وتراتبية النصوص: عند التباين بين الترجمات، تُحدَّد النسخة المرجعية وفق سياسة اللغات.
• القوة القاهرة: لا نُعدّ مُخِلّين إذا نتج التعذّر عن ظروف خارج السيطرة المعقولة.
• عدم التنازل: عدم إنفاذ بند لا يُعد تنازلًا عنه مستقبلًا.
• قابلية الفصل: إذا بطل بند، تُحافظ البنود الأخرى على أثرها قدر الإمكان.
• عدم التنازل/نقل الحقوق: لا يجوز إحالة الحقوق أو الالتزامات إلا بموافقة مسبقة، مع مراعاة سياسة قابلية نقل الحساب.

• Language & Hierarchy: Where translations differ, the reference version is determined under the Languages Policy.
• Force Majeure: We are not in breach where failure results from causes beyond reasonable control.
• No Waiver: Non-enforcement of a term is not a waiver.
• Severability: If any provision is invalid, the remainder remains effective.
• No Assignment: You may not assign rights/obligations without prior consent; see Account Portability Policy.

19) ترتيب الأولوية19) Document Precedence

الأولوية: (1) هذه الشروط، (2) السياسات المتخصصة المشار إليها، (3) أي إشعارات/ملحقات خاصة بالخدمة، دون مساس بالقواعد الآمرة في أي ولاية قضائية.

Precedence: (1) these Terms, (2) referenced specialized policies, (3) service-specific notices/appendices, without prejudice to mandatory rules in any jurisdiction.

20) تاريخ النفاذ والموافقة20) Effective Date & Consent

تسري البنود من تاريخ آخر تحديث. بإنشاء الحساب أو الاستمرار في الاستخدام، فأنت توافق على هذه البنود والسياسات التالية:

These Terms take effect as of the last update date. By creating an account or continuing to use the portal, you agree to these Terms and the following policies:
